Building permits in Addington Highlands are administered directly by the Township’s Building Department. The department reviews permit applications and construction plans, issues permits, carries out required inspections and also processes on-site sewage permit applications.
The Township’s current building pages direct applicants to Ontario’s permit application form together with municipal building and sewage-system documents. Planning Act matters remain a separate municipal function and are handled through the Township’s Planning Department.
How the Building Permit Process Works

Check the Property Requirements
Before the building review is completed, any applicable zoning or Planning Act issue must be addressed through the appropriate municipal process. Minor variances, zoning by-law amendments and other Planning Act applications are administered by the Planning Department.

Prepare the Permit Application
The Township directs building applicants to Ontario’s Application for a Permit to Construct or Demolish. The municipal Building By-law also requires sufficient plans, specifications and property information for the Chief Building Official to determine compliance.

Submit for Building Review
The Building By-law requires permit applications to be submitted to the Chief Building Official or an appointed designate. Permit fees are determined under the applicable municipal fee schedule and are payable when the permit is issued.

Request Required Inspections
After construction begins, the owner or authorized agent must notify the Chief Building Official before each construction stage that requires an inspection.
Addington Highlands handles on-site sewage permits through the same municipal Building Department that administers building permits. The Township provides a separate on-site sewage application and an authorization form for an owner who appoints an agent.
What the Municipal Building By-law Requires
- A completed permit application describing the proposed work and intended occupancy
- Property information sufficient to identify and locate the building lot
- Complete plans and specifications for the proposed work
- Two complete sets of required plans and specifications unless the Chief Building Official specifies otherwise
- A site plan showing property dimensions, setbacks, existing and proposed buildings, grades, rights-of-way, easements and municipal services
- An up-to-date survey reference for the site plan, with a copy of the survey when required to demonstrate compliance
- Project valuation information and the applicable permit fee
- The owner’s signature or the signature of an authorized agent
The Building By-law allows the Chief Building Official to require a survey where it is needed to establish compliance. Verification by an Ontario Land Surveyor may also be required before construction proceeds beyond the foundation stage when the Chief Building Official has reasonable grounds to require it.
Building, Planning and Sewage Approvals
Building Department
The Building Department administers construction, demolition and change-of-use permits, reviews plans and carries out inspections under Ontario’s building legislation.
Planning Department
The Planning Department administers Planning Act applications including consents, minor variances and zoning by-law amendments, and is responsible for compliance with the Township’s Official Plan and Zoning By-law.
Septic Permits
On-site sewage permit applications are processed by the Township’s Building Department rather than being redirected to a separate health unit or regional permit authority.
Inspection Notice Requirements

Advance notice:
The Township’s Building By-law requires at least 48 hours of notice before each required inspection stage, excluding weekends and statutory holidays. -
Who gives notice:
The owner or an authorized agent is responsible for notifying the Chief Building Official. -
Meeting with building staff:
The Township recommends arranging an appointment with the Building Department or municipal office when a meeting with the Chief Building Official is needed so staff availability can be confirmed.
