Building permits in the Township of Alfred and Plantagenet are administered through the Township’s construction and building services, with municipal Planning staff reviewing zoning and planning compliance before the application proceeds through the building review. The Township publishes its own building permit information, project-specific construction guides and the current provincial Application for a Permit to Construct or Demolish.
Projects involving private sewage systems have a separate approval path: South Nation Conservation administers Part 8 sewage-system permitting for Alfred-Plantagenet. Planning matters can also involve the Township and, for certain land-division or upper-tier planning functions, the United Counties of Prescott and Russell.
How the Alfred and Plantagenet Permit Process Works

Confirm zoning and planning compliance
The Township directs applicants to check the zoning by-law before submitting a building permit application. A minor variance, zoning amendment, site plan approval or another planning process may need to be completed when the proposed work does not comply with existing land-use requirements.

Prepare the permit package
The Township provides the Application for a Permit to Construct or Demolish and project-specific technical guides. Plans, a site plan and other supporting documents must match the type and location of the proposed work.

Obtain required outside approvals
Where applicable, approvals such as a South Nation Conservation septic permit, an entrance permit, municipal water or sewer connection approval, or conservation-related authorization must be secured as part of the project approval process.

Complete municipal review
The Township’s published process states that Planning reviews the application first before it proceeds to the Building Department. Either department may request revisions or additional information before the permit can be issued.

Complete required inspections
Required inspections are identified on the issued building permit. Work covered by an inspection should remain accessible until it has been inspected and approved, and the permit is closed after the required inspections and final compliance steps are completed.
Private sewage-system permits in Alfred and Plantagenet are handled by South Nation Conservation rather than the Township’s regular Building Department. South Nation Conservation administers Part 8 of the Ontario Building Code for Alfred-Plantagenet and states that a septic permit for new construction must be obtained before applying for the municipal building permit. The conservation authority forwards an approved sewage-system permit to the municipality.
Building Permit Submission Documents
The exact submission package depends on the work proposed. The Township’s current construction guides identify the following documents for common residential projects:
- Completed Application for a Permit to Construct or Demolish
- Schedule 1: Designer Information when required
- Site plan showing the proposed work, property lines and existing structures
- Scaled construction drawings and relevant structural details
- Owner authorization when the applicant is acting for the property owner
- Separate septic, servicing, entrance or other approvals when applicable to the property and project
The Township’s current permit application is the provincial form effective February 16, 2026. Its municipal attachment also requires a detailed plot plan showing items such as lot boundaries, building locations and dimensions, setbacks, the entrance, well or municipal water source, septic field or municipal sewer connection, and relevant natural features.

Zoning and Development Review
The Township states that development applications within Alfred and Plantagenet are processed through its Planning Department. Local planning functions include zoning by-law amendments, minor variances, part lot control and site plan control. The United Counties of Prescott and Russell also has a role in matters such as land severance, subdivision and upper-tier Official Plan administration.
Construction Permit Review
After planning compliance has been reviewed, the building portion of the application is assessed for the proposed construction or demolition work. The Township may require additional plans, engineering information or project-specific approvals before issuing the permit.

The Township directs permit holders not to cover work before the required inspection has been completed and approved. -

Current Building Permit Fee Structure
The Township’s current Tariff of Fees By-law, effective for 2026, directs building permit charges to Building Permit By-law 2023-60 as amended. The municipal construction page also publishes project-specific fee information for several common permit types. Because charges can depend on project size, permit category, development charges, service connections and performance deposits, the current municipal fee material should be checked for the specific project rather than relying on a single standard permit price.
